The Middle Tier Programme and its objectives
At the end of the workshops, participants will:
A) Be aware of the context behind the training programme. This will cover topics such as the basics of the National Procurement Strategy and the Efficiency Review, the importance of delivering savings and efficiency gains in middle tier procurement.
B) Have considered their local budgets and identified where they can make procurement savings and efficiency gains.
C) Have raised their awareness of basic procurement (and project) concepts and principles in areas such as
- the need for a procurement cycle and their role therein
- business case criteria
- selecting the right procurement option
- the need and how to specify requirements
- how to evaluate tenders
- the need to manage contract/supplier/relationships
E) Have completed an individual skills matrix and devised their own action plan which when implemented, will provide them with the knowledge, skills, contacts and support structures needed to achieve the necessary change.
